it happens. I had a friend who received a letter from the dmv saying his license was suspended. He never had a license, called the dmv and resolved the issue.

write a letter explaing how you do not have a car and how outragous it is for you to get a parking ticket for that. then they will argue that u jut haven registered your car so just relax and leave it alone. go bury it in your yard somewhere
